WhatsApp Business API Pricing 2026: Per-Message Rates Explained (With Cost Examples)

featureimage

WhatsApp Business API pricing in 2026 is per message: Meta charges for each delivered template message, at a rate set by the message category and the recipient’s country. In India a marketing message costs about USD 0.0118 (around ₹0.86) and a utility message about USD 0.0014, while in the UAE marketing costs about USD 0.0576 and utility about USD 0.0157 at the time of writing.

The model has changed twice in two years. Meta replaced conversation-based pricing with per-message pricing on 1 July 2025, and from 1 October 2026 it also charges for service replies above a monthly free allowance and for utility messages sent inside the 24-hour window. This guide explains every category, what changed, and what a real monthly bill looks like, and it replaces our 2024 guide to WhatsApp API pricing.

Key takeaways

  • Per-message billing: Meta charges for each delivered template message, priced by category (marketing, utility, authentication) and recipient country.
  • October 2026 change: service replies above 1,000 per phone number per month, and utility messages inside the 24-hour window, are now charged.
  • Country matters most: a UAE marketing message costs roughly five times an Indian one, so where your customers live drives your bill.
  • Platform fees are extra: your WhatsApp provider (BSP) adds its own subscription or markup on top of Meta’s rates, plus local taxes such as 18% GST in India.

How does WhatsApp Business API pricing work in 2026?

Meta charges per delivered template message. Each template is assigned one of three paid categories, and each category has its own rate for each country or region. You pay the rate of the recipient’s country code, not your own.

Meta’s official WhatsApp pricing documentation lists four categories:

  • Marketing: offers, product launches, cart reminders and re-engagement. Always charged.
  • Utility: order confirmations, shipping updates, appointment reminders and account alerts tied to a specific transaction.
  • Authentication: one-time passwords and login codes.
  • Service: free-form replies to a customer who messaged you first, sent within the 24-hour customer service window.

Two free windows still matter. When a customer messages you, a 24-hour customer service window opens. When a customer reaches you from a Click to WhatsApp ad or a Facebook Page button, a 72-hour free entry point window opens, and all messages in it are free, including templates.

What changed in WhatsApp pricing on 1 October 2026?

Meta’s update on service and utility message pricing introduced two charges from 1 October 2026. Before that date, both were free.

  1. Service messages are charged per message. Meta’s partners report that each business phone number gets 1,000 free service messages per calendar month, with no rollover. After that, each reply is charged at roughly the utility rate for that market.
  2. Utility messages inside the 24-hour window are charged. A shipping update sent while a customer chat is open now costs the normal utility rate.
  3. Messages in the 72-hour free entry point window stay free. This makes Click to WhatsApp ads relatively more attractive for high-volume support.

Meta’s partners also warned that service messages would stop being delivered for accounts without a payment method on file once charging began. If your replies stopped on 1 October, check billing in Meta Business Manager first.

How much does a WhatsApp message cost in India and the UAE?

India is one of the cheapest markets for WhatsApp messaging and the UAE is one of the more expensive. The table shows Meta list rates at the time of writing, before volume discounts and before your provider’s fees.

CategoryIndia (USD)India (INR)UAE (USD)
Marketing0.0118≈ ₹0.860.0576
Utility0.0014≈ ₹0.1150.0157
Authentication0.0014≈ ₹0.1150.0157
Service (after free 1,000)0.0014≈ ₹0.1150.0157

UAE marketing rates rose from about USD 0.0499 to about USD 0.0576 in the October 2026 rate update, according to published rate cards. Indian businesses can be billed in INR since January 2026, and 18% GST applies to both Meta’s charges and platform fees.

Utility and authentication messages also have volume tiers. Once your monthly volume in a market passes set thresholds, the per-message rate drops, and tiers reset each month.

What does a real monthly WhatsApp bill look like?

These worked examples use the list rates above. They exclude volume discounts, provider fees and taxes, so treat them as the Meta portion of your bill.

Example 1: an Indian D2C brand

A Shopify fashion store in India sends 20,000 marketing messages, 15,000 order and shipping updates, 3,000 OTPs and 4,000 support replies a month.

Message typeVolumeRateMonthly cost
Marketing20,000₹0.8631≈ ₹17,262
Utility15,000₹0.115≈ ₹1,725
Authentication3,000₹0.115≈ ₹345
Service (3,000 paid)4,000₹0.115≈ ₹345
Total (before GST)42,000≈ ₹19,677 (≈ USD 265)

Marketing is almost 90% of this bill. Cutting one weekly broadcast to better-targeted segments saves far more than trimming order updates.

Example 2: a UAE ecommerce store

A Dubai electronics retailer sends 5,000 marketing messages, 4,000 utility updates, 500 OTPs and 2,500 support replies a month. Marketing costs about USD 288, utility about USD 62.80, authentication about USD 7.85 and the 1,500 paid service replies about USD 23.55. The total is roughly USD 382 (about AED 1,400) before VAT and provider fees.

The UAE store sends a quarter of the messages but pays more. For GCC brands, message quality and segmentation matter more than volume, as our GCC WhatsApp commerce automation case study shows.

What else do you pay for besides Meta’s message fees?

Meta’s per-message fee is only one line of your total cost. Most businesses also pay for:

  • BSP or platform fee: a monthly subscription or a per-message markup from your WhatsApp provider.
  • Taxes: 18% GST in India, and local VAT or tax where it applies.
  • Integration and setup: connecting WhatsApp to Shopify, HubSpot, Zoho or your ERP. Our guide to WhatsApp business integration services cost breaks this down.
  • AI agent usage: Meta charges per token for Meta Business Agent messages from 1 August 2026, at USD 2.00 per million tokens.
  • Maintenance: template updates, quality monitoring and fixes when Meta changes its APIs.

If WhatsApp sits inside your CRM, the CRM may add its own limits. HubSpot, for example, caps template sends across connected accounts, as covered in our post on HubSpot WhatsApp inbox updates.

How can you reduce your WhatsApp API costs?

The biggest savings come from sending the right category to the right people. Use these levers:

  1. Keep utility templates purely transactional. Meta’s template categorization rules say any promotional content turns a utility template into marketing, which costs up to eight times more in India.
  2. Segment marketing sends. Target recent buyers and engaged contacts instead of your whole list.
  3. Use Click to WhatsApp ads for support-heavy journeys. The 72-hour free entry point window covers every message.
  4. Answer within one session. Resolving queries in fewer replies keeps you inside the free 1,000 service messages.
  5. Consolidate numbers carefully. Volume tiers count across your business portfolio, so a single well-managed setup reaches discounts sooner.
  6. Track cost per order. Tie each template to revenue so you can cut the ones that do not pay back.

Should you use the WhatsApp Business app or the API?

The free WhatsApp Business app suits a single owner replying by hand. The API suits any business that needs automation, multiple agents, CRM sync or order updates at scale. Our guide to WhatsApp API integration for businesses explains the setup path.

If you already run the API but see failed sends, blocked templates or surprise invoices, it is usually a configuration issue rather than a pricing one. We cover common causes in managed WhatsApp integration fixes.
