Zoho Books for UAE Businesses: VAT Setup and E-Invoicing Readiness for 2027

featureimage

Zoho Books is on the UAE Ministry of Finance list of accredited e-invoicing service providers (ASPs), so UAE businesses can issue PINT AE e-invoices over the Peppol network directly from Zoho Books. Businesses with revenue of AED 50 million or more must appoint an ASP by 30 October 2026 and go live on 1 January 2027; everyone else must appoint one by 31 March 2027 and go live on 1 July 2027.

E-invoicing is not just a new invoice template. It depends on clean VAT settings, accurate customer TRNs and correctly mapped items, so most of the work happens before the first e-invoice is sent. This guide covers the deadlines, what changes, how to set up VAT and e-invoicing in Zoho Books, and a readiness checklist your finance team can use now.

Key takeaways

  • Two key 2027 dates: large businesses (AED 50m+ revenue) go live on 1 January 2027; other businesses go live on 1 July 2027.
  • Appoint your ASP early: the deadline for large businesses is 30 October 2026, and the appointment is made in EmaraTax.
  • Zoho Books can be your ASP: it is MoF-accredited and generates PINT AE XML and sends it over Peppol from the invoice screen.
  • Data quality decides success: TRNs, Peppol IDs, VAT treatments and unit codes must be right before go-live, or invoices get rejected.

What is UAE e-invoicing and when does it start?

UAE e-invoicing replaces PDF and paper tax invoices with structured XML invoices that travel between the supplier’s and buyer’s accredited service providers. Invoice data is also reported to the Federal Tax Authority, which is why the system is described as a five-corner model built on Peppol.

The rollout is phased by business size. A pilot with selected taxpayers started on 1 July 2026, and the Ministry of Finance extended the ASP appointment deadline for large businesses from 31 July to 30 October 2026, while keeping the 1 January 2027 go-live date.

Revenue below AED 50m31 March 20271 July 2027
Government entities31 March 20271 October 2027

Dates are correct at the time of writing. Check the Ministry of Finance’s list of accredited e-invoicing service providers and its e-invoicing guidance before you plan, because timelines have already moved once.

What changes for UAE finance teams?

The biggest change is that an invoice is only valid once it has been issued in the required structured format through an ASP. A PDF emailed to a customer will no longer be enough for in-scope transactions.

  • Invoices must be issued as PINT AE XML with the mandatory data fields populated
  • Every B2B customer needs a correct TRN and a Peppol participant ID
  • Credit notes follow the same e-invoicing rules as invoices
  • You receive supplier e-invoices through your ASP, not only by email
  • Rejected invoices must be corrected and reissued quickly to protect cash flow

Penalties for non-compliance are set out in Cabinet Decision No. 106 of 2025, with fines of up to AED 5,000 per month reported for failing to implement the system. The cost of a delayed or rejected invoice is often higher than the fine, because customers will not pay an invoice their own ASP cannot receive.

Is Zoho Books an accredited e-invoicing provider in the UAE?

Yes. Zoho Software Trading LLC appears on the Ministry of Finance’s accredited ASP list, and Zoho Books UAE e-invoicing generates PINT AE invoices, assigns UUIDs and sends them over Peppol from inside the product. You can also receive vendor e-invoices and issue compliant credit notes.

At the time of writing, e-invoicing is available on the Zoho Books UAE edition from the Professional plan upward. The first 100 e-invoicing transactions are free on those plans, and additional packs start at AED 41 per 100 transactions. If you are on a lower plan, budget for an upgrade as part of your readiness project.

If you are deciding whether Books alone is enough or whether you also need expense, billing and inventory tools, read our guide on whether Zoho Books is enough on its own.

How do you set up UAE VAT correctly in Zoho Books?

E-invoicing sits on top of your VAT configuration, so fix VAT first. Many e-invoice rejections trace back to incomplete organisation details or a single tax rate being used for several VAT treatments.

  1. In Settings, check the organisation profile: legal name in English and Arabic, full address and emirate, matching your trade licence and EmaraTax record.
  2. Under Taxes and Compliance, confirm VAT is enabled and your 15-digit TRN is correct.
  3. Create a separate tax rate for each treatment: standard 5%, zero-rated, exempt and out of scope.
  4. Set the VAT treatment on every customer and vendor, and capture each B2B customer’s TRN.
  5. Classify items as goods or services and assign units of measure that map to UN/CEFACT codes such as H87 (piece) or HUR (hour).

Teams that moved from desktop accounting often carry messy tax codes across. If that is you, our Tally to Zoho Finance migration guide explains how to clean up masters during the move rather than after it.

How do you enable e-invoicing in Zoho Books step by step?

Once VAT is clean, enabling e-invoicing takes an afternoon. The slower part is updating customer master data, which can take days for businesses with hundreds of trade customers.

  1. Go to Settings, then Taxes and Compliance, then e-Invoicing, and enter your TRN and TIN.
  2. Keep both sending and receiving switched on, accept the terms and continue to EmaraTax.
  3. In EmaraTax, select the correct taxable person and appoint Zoho Software Trading LLC as your ASP.
  4. Return to Zoho Books and confirm the Peppol connection shows as active.
  5. Add Peppol IDs to your customers, then issue a test invoice to a friendly customer and track its status.

What should be on your UAE e-invoicing readiness checklist?

Use this checklist to plan the next 90 days. Large businesses should aim to finish data clean-up before the 30 October 2026 ASP deadline so December can be spent testing, not fixing.

  • Confirm your revenue band and your exact ASP and go-live dates
  • Choose your ASP and appoint it in EmaraTax
  • Check your Zoho Books plan supports e-invoicing, and upgrade if needed
  • Clean VAT rates, organisation details and Arabic legal names
  • Collect TRNs and Peppol IDs for every B2B customer
  • Map items to goods or services and to UN/CEFACT units
  • Review invoice numbering, credit note and self-billing processes
  • Connect any external systems that create invoices, such as your online store or ERP
  • Run test invoices, train the team and assign an owner for rejections

If invoices are created outside Zoho Books, for example in Shopify or a custom billing tool, those flows need to reach Books before submission. Our guide to integrating Zoho with Shopify, WooCommerce and your ERP covers the common patterns.

How does UAE e-invoicing compare with India’s GST e-invoicing?

Many GCC groups also trade in India, where GST e-invoicing has run for years. The logic is similar, structured invoice data validated by a central system, but the mechanics differ. See our guide to GST-compliant invoicing in Zoho Books for the Indian side.

For groups expanding across the region, e-invoicing is part of a bigger digital shift. Our analysis of why the GCC is the fastest-growing B2B ecommerce market explains why finance systems need to keep pace with sales channels.
